Republican Party Denied Representation on Fulton BRE
On May 21, 2025, the Fulton County Board of Commissioners (BOC) held a meeting which included on the agenda an item to appoint the Democratic and Republican nominees for membership on the Fulton County Board of Registration and Elections (BRE) for a two-year term starting on July 1, 2025, and expiring on June 30, 2027.
Fulton County Board of Commissioners
The BOC itself consists of seven members, six of which are elected from separate districts of Fulton County, and the chair is elected at-large from the entire county. The two districts of north Fulton are represented by Republicans (Bridget Thorne and Bob Ellis). The other four districts are represented by Democrats (Dana Barrett, Mo Ivory, Marvin Arrington, Khadijah Abdur-Rahman). The chair (Robb Pitts) is a Democrat. Democrats control the BOC with a 5-2 majority.
Fulton Board of Registration and Elections
By law, there are five members on the Fulton Board of Registration and Elections. Two are chosen by the Chair of the County Democratic party, and two by the Chair of the County Republican party. The four members chosen by the two major parties must be confirmed by the BOC. The chair of the BRE is appointed by the BOC from nominations made by the Fulton County legislative delegation. This is comprise of all senators and representatives in the General Assembly whose districts are wholly or partially in Fulton County.
The Board of Registration and Elections Nominees in 2025
The Democratic nominees were: (1) Douglas Selby to replace Aaron Johnson; and (2) Teresa K Smith for reappointment. The Republican nominees were: (1) Jason Frazier to replace Michael Heekin; and (2) Julie Adams for reappointment.
In theory, the two Democratic nominees and the two Republican nominees should always be confirmed by the BOC so long as they meet the basic requirements of being a resident and elector of Fulton County; and not an elected official or candidate for elected office. By placing people of their own choosing on the BRE, both major parties can hold the other party accountable and ensure to their own satisfaction that our elections remain honest and secure at all times. But this is NOT what is happening in practice in Fulton County.
Democratic BRE Nominees Confirmed and Appointed by BOC
As expected, both of the Democratic nominees were confirmed and appointed unanimously – the two Republican commissioners Thorne and Ellis, along with all the Democratic commissioners, voted to appoint both Democratic nominees.
Republican BRE Nominees Not Confirmed by BOC
However, while Thorne and Ellis voted to appoint both Republican nominees as expected, neither of the Republican nominees were appointed because all of the Democratic commissioners, which make up the majority, voted against appointing the two Republican nominees Julie Adams and Jason Frazier.
Why did all the Democrats vote against BOTH Republican nominees?
Fortunately, this meeting was completely recorded, so we can get the answer from the commissioners themselves on YouTube.
The first relevant agenda item starts at 5:39:35 (hrs:min:sec) with the motion to appoint the first Democratic nominee Douglas Selby.
First, we hear the comments made by commissioner Thorne where she states her view on why she is voting FOR this Democratic nominee even though she is a Republican.
Next, is commissioner Ivory at 5:40:34 where she says that Selby is dedicated to the law and to fairness to all voters in Fulton County. Very nice.
Following this comment the BOC voted to approve the motion to appoint the Democratic nominee Selby unanimously:
Next, we have the motion for the reappointment of the second Democratic nominee Teresa K Smith, beginning at 5:41:25 with the same noteworthy comments by commissioner Thorne at 5:41:45, followed by a motion to approve which passed unanimously:
Next, we have the motion to appoint the Republican nominee Julie Adams beginning at 5:42:40 with noteworthy comments by chairman Pitts, who sets the tone with his comment that he hoped they would NOT approve this one… TWICE. Why did chairman Pitts go out of his way to say such a thing TWICE about Julie Adams? What could Julie have done to warrant such a strong negative attitude by the chair?
Starting at 5:43:07, commissioner Thorne made the motion to approve Julie Adams for reappointment, which was seconded by commissioner Ellis. This was in spite of chairman Pitts strong disapproval. The BOC now had to vote on the nomination of Julie Adams for reappointment to the BRE.
The Democrats now had to reveal their “reasoning” for denying the Republican party their representation, as the video clearly demonstrates. Let’s proceed…
Commissioner Arrington Disapproves Julie Adams
Before the vote on this motion, Commissioner Arrington can be heard starting at 5:43:38 saying that the BOC can either approve or deny any nominee, and that he will not approve any “far left” nominees from the Democratic party nor “far right” nominees from the Republican party. Arrington finishes with the declaration of his disapproval of BOTH Republican candidates on the basis that they are “far right” candidates, and that he will approve a Republican nominee only if they are in the “center” politically.
Commissioner Abdur-Rahman Disapproves
Following this, commissioner Abdur-Rahman can be heard starting at 5:47:08 where she states that while she thinks Julie Adams is an ethical woman who has the right to believe what she believes, but she also thinks Julie Adams has at least “the perception of a conflict of interest by being aligned with an (unnamed) organization that is purging voters”, and therefore she cannot approve Julie Adams reappointment.
Commissioner Barrett Weighs in
Next up is commissioner Barrett, at 5:49:49, who states that “the BOC has the responsibility to ensure we have free and fair elections and to protect the rights of all eligible voters to be able to vote,” and that “since Julie Adams has disrupted the work of the BRE on a regular basis, which has cost the county both time and money,” and therefore she cannot approve Julie Adams reappointment.
Commissioner Ivory Says No to Julie Adams
Next, we have commissioner Ivory, starting at 5:51:08, where she states that Julie Adams “lacks the fitness to serve” due to her “sowing of chaos as regional director of the Election Integrity Network, and director of the Georgia Election Integrity Coalition, whose mission is to undermine and sow chaos in elections.” Furthermore, Ivory states Julie Adams cost the taxpayers of Fulton County $221, 772.14 by filing three lawsuits to be able to gain access to various election documents, and for all these reasons she will not approve Julie Adams reappointment.
Commissioner Thorne’s Speech
Finally, we hear from Commissioner Thorne, at 5:54:00, where she gives a compelling (and lengthy) speech about the need to follow the law and appoint the Republican party nominees rather than refuse until the Republican party offers a nominee that is pleasing to the Democrats, and that Julie Adams was only asking for the information she needed to do her job properly, and that even the judge said that Julie had the right to have the information she was requesting. It’s a great speech, so I encourage everyone to watch it.

Arrington’s Declaration
Commissioner Arrington finished up starting at 6:02:53 with a declaration that the BOC can confirm or deny any nominee and then made a motion to FILE the motion to approve Julie Adams (which means to not approve or take any further action on such motion), which was seconded by commissioner Barrett.
Commissioner Ellis Asks Relevant Question
Commissioner Ellis then asked a question at 6:04:05 to the county attorney about what would happen if the motion to FILE is successful… would this individual (Julie Adams) remain on the BRE if the motion to FILE is successful? The answer provided by the county attorney is “Yes that is correct [that she (Julie Adams) would remain on the BRE in the case that her reappointment is not approved].
The BOC then voted on the motion to file as follows:
Thus, Julie Adams remains on the BRE for now because the BOC voted against her reappointment to the BRE, contrary to the spirit if not the letter of the law, because she fought to get the information, she needed to do the job properly of ensuring our elections are honest and secure. Clearly, we are not in Kansas anymore.
The Jason Frazier Nomination
The next motion was the motion (as listed in the agenda as item 25-0403) to approve the second Republican nominee Jason Frazier to the BRE starting at 6:05:32, which chairman Pitts again declares that he hopes this motion will be denied as well. Why does chairman Pitts feel the need to inform the others that he is “hoping” everyone denies this motion? Does he not want all of them to make up their own minds? Is this the kind of behavior we should expect from the chairman of the BOC?
After some confusion among the commissioners, the chair announced the motion on the floor was a motion by Arrington, seconded by Ivory, to FILE the Jason Frazier nomination (which means to not approve or take any further action on the Frazier nomination). Thus, the motion to approve Jason Frazier that is listed on the agenda was simply ignored. Oh well.
Commissioner Barrett’s opinion of Jason Frazier
Commissioner Barrett began her comments on the motion to FILE at 6:08:02 where she stated that as of two years ago Jason Frazier was “not a good-faith candidate “because of his efforts to “disenfranchise voters and to undermine elections in Fulton county,” and that Jason Frazier was “not a serious candidate,” and that the party’s renomination of Jason Frazier is “laughable” due to “his egregious record of voter suppression” and for these reasons she will vote NO on this nominee.
Is Cleaning Up Voter Rolls Voter Suppression?
Commissioner Thorne spoke next starting at 6:09:31 where she reminds everyone that cleaning up the voter rolls (which is required by both state and federal law), which is the only “crime” that Jason Frazier is “guilty of” is NOT a form of voter suppression. She further sarcastically noted that the left considers anyone who wants clean voter rolls to be a “far far right” person.

Jason Frazier’s Accomplishments
Thorne then noted that Jason Frazier uncovered some 10,000 duplicate voter registration records in 2022 and 2023. Some of these records challenged by Frazier include: some 500 registration records with no birthdate, making it impossible to distinguish between people in the same family household with the same name; and some 2000 registration records with missing addresses; many records with a missing name or with first name of “no name” and last name of “no name;” some 2000 records with an address that is a business address (which is against the law); many records with a suspicious number of registered “voters”(e.g. a single address with 54 people registered at the same address, 19 registered people at one abandoned house); some 4000 imaginary houses; some 100 records of known dead people; many records with a PO BOX for the address (which is illegal) etc.
Maintaining Voter Registration Lists
Furthermore, commissioner Thorne reminds us that it is the law that the county voter registration lists be properly maintained, and she blames not only the Fulton County BRE, but also the Secretary of State for this gross failure.
“We are not transparent one bit, and yet people up here on this board say we have ‘free transparent elections’… no we don’t!” commissioner Thorne
Thorne declares that Jason Frazier is doing the work to identify invalid records on our voter registration list that the county BRE should be doing but are not. Thorne adds that we cannot ensure the integrity of our elections without clean voter rolls. She notes that Fulton County has consistently had 113% of the population as registered electors consistently over several years, as reported by a federal election’s agency. This is impossible and proves our voter rolls are severely (and illegally) bloated.

One Person One Vote
Thorne stated that we need to ensure “one person, one vote” by cleaning our voter rolls. This is all Jason Frazier has sought to do, and for this he is denied the opportunity to represent the interest of the Republican party on the BRE.
Likewise, Julie Adams just wants access to the information she needs to do the job properly, and for this she is denied the opportunity to represent the interest of the Republican party on the BRE.
Commissioner Thorne finished with the declaration that BOTH parties have the right to equal representation on the BRE by persons of their own choosing.
Commissioner Ivory Makes Statement
Commissioner Ivory starting at 6:18:18 reminds us of a statement by the Georgia Secretary of State that the 2024 election was the most secure election in our history.
At this point commissioner Thorne interjected that the complete voter list for ballots cast in this election described by Secretary of State Brad Raffensperger as the “most accurate and secure ever,” was NOT given to the county BREs, so they could NOT verify whether or not this election was in fact the most accurate and secure as claimed by the Secretary of State.
For the Record
Commissioner Thorne wants to be on record that BRE member Julie Adams has NOT yet been given the complete voter list as of this date (May 21, 2025) so she could verify (or refute) the claim of “best election ever” made by the Secretary of State.
And with that last comment, Chairman Pitts said he hoped there were no more comments, after which he announced it was time to vote on the motion to FILE the Jason Frazier appointment.
With no surprises, the vote came out as follows:
Conclusion: our Democrat-controlled Fulton BOC has failed us all. The questions We the People are left with is WHY are the Democrats on the BOC denying Fulton County Republican Party equal representation on the BRE? Why are they preventing two great Republican nominees from doing the job that is required by law and which no one they approve seems willing to do? Where are all our Republican state legislators on this? Why are they not screaming bloody murder and putting a stop to this outrage immediately?
This is the second time the Fulton BOC Democrats have denied the Republican party with equal representation on the BRE, which makes it impossible for We the People to know whether or not we actually have honest, accurate, and secure elections. What is at stake here is the very principle of government by consent!

The Democrats in control of the Fulton BOC are effectively telling We the People through their actions: don’t worry… just trust us… we don’t want people like Julie and Jason on the BRE because they hold us accountable, and we don’t want that… those pesky “far right” Republicans are all just election deniers who seek to disenfranchise voters… we will protect you from such people… go back to sleep.
